Since the patch of 04/24/2022, Voice Chat has been limited to members only seemingly without explanation.
The fact of the matter is that voice-chat is unused even by non-donator players to the point that it's too harsh to continue limiting it even after almost 3 months of it being gone "for the time being". The only valid reasons one would want to limit voice-chat is toxicity and otherwise abuse in the rare instances it occurs, but players already have a multitude of options to deal with it (not to mention that players can STILL abuse other players in chat regardless of the 15 second cooldown between messages).
Muting the player, disabling voice chat in its entirety, or calling in staff when it gets to a point where said player is breaking multiple rules by chatting are all very good ways of dealing with the situation and can be done by any player at any time.
Surprisingly, a lot of players don't even realize the existence of voice chat and thus do not use it themselves and at most only a few people are willing to use it as a result. Voice chat for all players makes the game incredibly lively, players can joke, banter, and otherwise have loads of fun talking to other players, which is only added to by the fact that it's proximity-based which makes players want to engage in conversation even more, English or otherwise.
Such a simple feature as being able to talk with your actual voice shouldn't be locked behind any paywall of any kind, regardless of how much it is. Voice chatting is basically completely barren now and toxicity still happens in text chat, removing one of the best parts about playing FiveM with a full gamemode server. The re-addition of voice chat for normal players would cause an, at most, negligible amount of extra moderation as players have their own choice to mute and disable voice chat on their own. We won't have 32 players screaming slurs all of a sudden the second it gets re-enabled.
