With text chat we can have automatic filters, prevent a message from being sent if it contains a slur, for example. Even when someone bypasses the filter we can check their chat logs if they are reported.
The same can't be done for voice-chat, we can't detect bad words and mute in real-time. You then rely on players' help to report when it happens but we don't have recording of VC so we need evidence to avoid false reports. The problem is they abuse VC when the round is starting so you can't see who is speaking, even if recording.
Players don't see half of what happens because we have auto reports & timeouts. If every time you enter the server you see the bad behavior it's a really bad experience. Especially for new players.
Yes, you could try to mute someone (see above why that doesn't work) or disable VC entirely, but we can't punish good players because of the bad ones.
We want the server to grow and for everyone to feel safe, streamers are one group that helps with this and they are the ones more inclined to use VC. Because we can only act after it happens, streamers would be subject to breaking TOS of the platform they are streaming on, because someone else is breaking the rules... if this happens one time it's already too much and it doesn't happen only once.
As mods we offer our help for free and with the time we have available (because we want to). But we don't want to spend our free time on the server moderating all the time, we want and deserve to play too.
By having it as a membership feature it reduces the amount of people that use it, the type of people that use it and they have something to lose if they get banned for abusing VC.
